"A veterinarian-client-patient relationship must exist prior to administration or dispensing of a vaccine for diseases which are communicable to humans and which are of a public health significance in order to ensure that the patient is medically fit to receive it. Only a veterinarian may immunize or treat an animal for these diseases: Brucellosis and Rabies."
